LAKE ELMO CITY COUNCIL MINUTES <br />MAY 29, 2012 <br />Page 1 of 1 <br /> <br /> <br />City of Lake Elmo <br />Special City Council Meeting Minutes <br />May 29, 2012 <br /> <br />Mayor Johnston called the meeting to order at 6:30 p.m. <br /> <br />PRESENT: Mayor Johnston, Council Members Emmons, Smith, and Pearson. <br /> <br />Also Present: City Administrator Zuleger, Planning Director Klatt, City Clerk Thone, and Finance Director <br />Bendel. <br /> <br />APPROVAL OF AGENDA: <br /> <br />MOTION: Council Member Pearson moved to approve the May 29, 2012 City Council Agenda as presented. <br />Council Member Emmons seconded the motion. The motion passed 4-0. <br /> <br />REGULAR AGENDA: <br /> <br />ITEM 1: LAKE ELMO AVENUE NORTH/OLD VILLAGE DEMONSTRATION LIGHTING AND LANDSCAPE <br />PROJECT <br /> <br />City Administrator Zuleger explained the City has been requested to participate in a public-private service club <br />lighting and landscape demonstration project. The total cost of the project would be $26,800. The project was <br />developed in an effort to improve the look of the Village area with decorative lighting and flower baskets along <br />a pilot section on the west side of Lake Elmo Avenue beginning at Lake Elmo Inn and extending north for 400 <br />feet. The Lake Elmo Rotary has made the beautification of the Village a service project priority and has <br />specified funds for the project. In addition, a four-way partnership between the City of Lake Elmo, Lake Elmo <br />Rotary Club, 3M and Xcel Energy is being developed to create the themed demonstration, which would be <br />indicative of larger projects to come in the future. <br /> <br />Jim Leonard of Fury Dodge Chrysler Lake Elmo and John Schiltz of Lake Elmo Inn and Event Center have <br />pledged their support and their interest in the project in the way of reinvestment and restoration of Main Street. <br />The monetary investments would include $13,800 from the City of Lake Elmo, $10,000 from the Rotary Club, <br />and $3,000 from Xcel Energy. Other investments include in-kind lighting design services from Xcel Energy, <br />LED lighting products donated from 3M, private property donated from Lake Elmo Inn and maintenance of the <br />flower baskets by Fury Motors. Staff is recommending city council approve the city’s portion of $13,800 <br />expenditure for the Lighting and Landscape Demonstration project. <br /> <br />MOTION: Council Member Pearson moved to approve the expenditure of $13,800 ($13,300 for lighting and <br />construction costs/$500 for educational signage) to be matched by $13,000 of funds from Lake Elmo Rotary <br />and Xcel Energy for the construction of the Lighting/Landscape Demonstration Project on 400 feet of Lake <br />Elmo Avenue North.
