Concerned that increased enforcement would possibly lessen the speed enforcement. Lake is a public asset. Park stated that those who want to kayak, canoeing, etc. can still do this between 6-9AM. Public lake. Does not believe that change will hurt anyone. Difficult to have to make any unpopular decisions. Stated her belief that this is primarily a weekend issue. Smith is frustrated. Very difficult decision. Up until last few days response was 50/50. Cannot explain why more of those who support the changes are not present. Lake Elmo residents have been recent commentators. Wants to be fair. In favor of 9AM across the board. Pearson stated that Council has listened. Is not in favor of tabling. Does not believe that any new information will be learned. Mayor in favor of 9AM. In favor of … Bloyer okay with counter clockwise on all lakes all the time. Does not believe that 9AM change on Jane has caused any problems. Nothing has changed. Consistency is important for tri-lakes. Park explained her logic behind the 9AM every day. Believes it is a good compromise. Tonight <br />MOTION PARK TO AMEND ORIGINAL MOTION SUNSET -9AM NO WAKE O/D/J EVERY DAY. <br />SECONDED BY PEARSON. 2-2-1 (NELSON/BLOYER- NAY; SMITH- ABSTAINED) MOTION FAILS. Smith wants a review period/process. If found in September, that problems have arisen, council can reassess. Wants serious issues, not just Discussion about the review. Not just going to be a poll. Motion: Bloyer moved seconded by nelson counter clockwise seven days a week at all times. 5-0 <br />ORIGINAL MOTION: Council Member Bloyer moved TO APPROVE ORDINANCE CHANGES AS <br />AMENDED BY BLOYER. Council Member Nelson seconded the motion. MOTION PASSED 5-0. <br /> <br />SMITH MOVED TO RECONSIDER AT END OF SEASON NO LATER THAN OCT 31 PARK SECOND. <br />PEARSON MOVED TO AMEND BEFORE 10/31 PUT ON AGEND AREVIEW ACTION AND ITS <br />AFFECTS. BLOYER SECOND. 5-0 <br /> mayor invited public to bring to council issues of concern… <br /> <br />ITEM 13: Postponed to 5/7 mtg. <br />ITEM 14: Postponed to 5/7 mtg.
