Firefighter Relief Association Raffle Drawing <br />Brad Winkels presented the raffle drawing and Council Member Smith drew winners. Winners selected: <br />$25 – Tim McGlynn, Lake Elmo, MN; Zona Butler, St. Paul, MN; The Malmbergs; Todd Williams, Lake Elmo, MN. $100 – Liz Niehaus. $250 – Robert & Cynthia Schoenrock, Lake Elmo, MN. <br />CONSENT AGENDA <br />2. Approve Payment of Disbursements and Payroll <br />3. Approve 2014 Animal Humane Society Impound Contract <br />4. 2014 Seal Coat Project – Joint Services Agreement with West Lakeland Township <br />5. Add Landscape Architecture Firm to the Consultant Pool <br />MOTION: Council Member Nelson moved TO APPROVE THE CONSENT AGENDA AS PRESENTED. Council Member Reeves seconded the motion. MOTION PASSED 5-0. <br />REGULAR AGENDA <br />ITEM 6: APPROVE RESOLUTION IN SUPPORT OF PUBLICATION ALTERNATIVES FOR <br />LOCAL GOVERNMENTS; RES. NO. 2014-14. <br />City Administrator Zuleger and City Clerk Bell explained the background of the resolution and the rationale behind supporting the measure. The proposal would allow cities to use alternative method of publishing public notices instead of having to pay to use print newspapers. The city currently uses the <br />Oakdale-Lake Elmo Review. It was noted that the City would have saved $6,500.00 in 2013. Clerk Bell noted that publication costs are nearly impossible to accurately budget for. <br />MOTION: Council Member Reeves moved TO APPROVE RESOLUTION NO. 2014-14, A <br />RESOLUTION SUPPORTING LEGISLATION ALLOWING CITIES TO DESIGNATE THEIR CITY WEBSITE TO PUBLISH PUBLIC NOTICES. Council Member Bloyer seconded the motion. <br />The Council expressed the desire to have a strong alternative method, but was supportive of measure. <br />MOTION PASSED 5-0. <br />ITEM 7: CONNECTING WATERMAIN IMPROVEMENTS – ACCEPT BIDS AND AWARD CONTRACT. RES. NO. 2014-15 <br />City Engineer Griffin gave overview of the proposed project and the scope of the work. City received bids and the low bidder was Northdale Construction Company, Inc. Total award is for $442,484.13. The <br />Engineer’s feasibility construction cost estimate for the project was $464,000.00. <br />MOTION: Mayor Pearson moved TO APPROVE RESOLUTION NO. 2014-15, ACCEPTING BIDS <br />AND AWARDING A CONTRACT TO NORTHDALE CONSTRUCTION COMPANY INC., IN THE <br />AMOUNT OF $442,484.13 FOR THE WELL NO. 4 CONNECTING WATERMAIN <br />IMPROVEMENTS. Council Member Smith seconded the motion. MOTION PASSED 5-0. <br />SUMMARY REPORTS AND ANNOUNCEMENTS <br />Mayor Pearson informed everyone that he is hosting a Meeting with the Mayor event at city hall at <br />10:00AM on Saturday, March 8, 2014.
