Call to Order - Mayor Pearson 6:30 PM <br /> II. 2015 City of Lake Elmo Enterprise Budgets 6:35 PM <br />a. Water Fund b. Sewer Fund <br />c. Surface Water Fund Zuleger provided overview of the enterprise funds budgets. Short term infrastructure needs are met in <br />short term. WACs based on pro forma would allow for debt service payments and an easing of water <br />rates by 2018. Developers would infill the hydrological loop between Keats and LE Ave. Griffin further <br />explained the water system infrastructure status. Bendel presented the Water system, sewer, and storm <br />sewer budgets. <br /> <br />III. 2015-2019 Capital Improvement Program 7:15 PM <br /> a. 2015 Program 1. Bonding Needs / Debt Service Result <br />Zuleger provided overview of the CIP. Some challenges are the pace, fluidity/order, and affordability. The unpredictability of the plat approval process and the resulting reduction in the actual homes being built <br />has been a challenge to funding some larger CIP projects. <br />Prioritizing old village infrastructure over other projects due to County schedule for LE Ave is recommended. The Council discussed the Village infrastructure and the pace of development. The <br />council also discussed the staff recommendation of postponing the 2015 street/water improvements. Whether postponing only certain street projects or shifting the entire plan was discussed. Council asked <br />that various projects were broken out individually. <br />The Council discussed the debt service. It was decided that the CIP would be brought back with more definite numbers <br /> b. 2016 -2019 Plan <br />IV. Special Funds 8:15 PM <br />a. 2015 Library Fund <br />1.
