<br /> <br />NOTICE OF MEETING <br />City Council Workshop <br />3800 Laverne Avenue North <br />September 9, 2014 <br />6:30 PM – 8:30 PM <br /> <br />AGENDA <br /> <br />I. Call to Order - Acting Mayor Bloyer 6:32 PM <br />Present: Bloyer, Nelson, Reeves, and Pearson (6:34pm). Absent: Smith Staff: <br />County Reps: Andy Gitzlaff, Jane Lucke, Beth Jeanne Witzig, Commissioners Weik, Bearth, and Kreisel. <br />II. Gateway Corridor Bus Rapid Transit 6:35 PM <br />City Administrator Zuleger conducted introductions and provided brief overview of how this project came <br />to Lake Elmo. It was noted that Le original position was to affirm the retention of the Guardian Angels. <br />Met Council needs a resolution by October 7. <br /> a. Background <br />Andy presented… the benefits the project will provide for the area, the purpose & need for the <br />project. Explained the current status of the project. The project is in the corridor planning phase. <br />The draft EIS is about to begin. Explained the gateway corridor alternative alignments [see map]. <br />Described the transit modes considered: Bus rapid transit in a dedicated guideway, light rail <br />transit, and BRT in a managed lane. Explained scoping decision vs Locally Preferred Alternative. <br />Provided summary of the economic development potential near BRT. The costs and funding were <br />discussed. <br />b. Draft Environmental Impact Statement (EIS) <br />c. Economic Development Potential d. Draft Locally Preferred Alternative (LPA) <br />Beth further explained the various BRT alternatives under consideration for LPA. The preferred <br />alternative is A-B-C-D2-E2 for long term benefits. There was a LPA public hearing. That results of that <br />meeting were described. It was noted that the Stillwater “express” route would be retained. <br />The council went over the draft resolution template and discussed the Lake Elmo needs. <br /> <br />III.
