LAKE ELMO CITY COUNCIL MINUTES SEPTEMBER 16, 2014 <br />Page 2 of 8 <br /> <br />Ben Roth, 10819 3rd St. Pl., accused the City of violating the open meeting law. He wanted a more specific description of the April 15 closed meeting that had been reported during a previous meeting. <br />Ed Klein, St. Paul, is currently Council Member Smith’s Realtor license broker. He spoke about how he would have handled complaints. <br />Jay Johnson, 12153 Marquess Ln. N., Anne Smith’s husband spoke alleged that the council, attorney, and <br />staff have gone too far in restricting her. He criticized the city for not following the civility rules. <br />Kofi Bruce, 11671 56th St. N., spoke about the Sanctuary Park playground. He did not understand the <br />process that took place to delay installing the park. He wants the park installed. <br />Ben Backberg, 5693 Linden Ave. N. spoke about not receiving proper notice about Parks Commission meeting that took place on 9/15/2014 that discussed the Sanctuary Park playground according to the city <br />code. He wants the park installed. <br />Mayor Pearson and Council Member Reeves responded to some of the public comments regarding the park and the council-staff relations. The park approval process was further explained. Also, due to privacy rules, <br />there are restrictions on what can be disclosed publicly regarding the personnel matter. Council Member Bloyer asked that the park be placed back on the agenda. City Administrator Zuleger responded that the item <br />will be on the first meeting in October. Council Member Nelson also wants the park back on the agenda. <br />Teresa Silvernale, 11751 58th St. N., spoke about her involvement in having the park built. She asserted that Council Member Smith was the party responsible for stopping the park being installed. Ms. Smith responded <br />that she did not stop the park, but asked that it be held for two weeks to make sure the process had been properly followed. <br />ITEM 2: PROCLAMATION – CONSTITUTION WEEK <br />Mayor Pearson read the proclamation recognizing the week of September 15th 2014 as Constitution Week. <br />PUBLIC COMMENTS/INQUIRIES (Cont’d) <br />Deb Krueger, 4452 Lake Elmo Ave. N., spoke about the Wildflower development. She claimed to not be <br />notified as she believed she was entitled. <br />Todd Ptacek, 812 Julep Ave. N., spoke about being concerned about the impact of the previously approved <br />Kwik Trip station. Community Development Director Kyle explained that there has been no change as the parcel has always been guided for commercial. <br />Curtis Monteith, 331 Julep Ave. N., spoke about the Stonegate Park and the surrounding development. He <br />asked that the City consider increasing the green space/lung space of Stonegate Park. <br />ITEM 3: PROCLAMATION – VOLKSMARCH <br />Council Member Bloyer read the proclamation recognizing Sunday, October 11, 2014 as the first Annual <br />Volksmarch. <br />FINANCE CONSENT AGENDA <br />4.
