CITY OF LAKE ELMO <br />CITY COUNCIL MINUTES <br />MAY 17, 2016 <br /> <br /> <br /> CALL TO ORDER/PLEDGE OF ALLEGIANCE <br />Mayor Pearson called the meeting to order at 7:00 pm. <br />PRESENT: Mayor Mike Pearson and Councilmembers Julie Fliflet, Anne Smith, Justin Bloyer, <br />and Jill Lundgren. <br />Staff present: Administrator Handt, City Attorney Sonsalla, City Engineer Griffin, Finance <br />Director Bendel, Planning Director Wensman, Fire Chief Malmquist and City Clerk Johnson. <br />APPROVAL OF AGENDA <br /> <br />Item 16 was removed from the Agenda and a Closed Session was added. Items 18, 19, 21 and 22 <br />were moved to the Regular Agenda. Item 20 was postponed to the next meeting. <br /> <br />Agenda approved as amended by unanimous consent. <br />ACCEPT MINUTES <br /> <br />Minutes of the March 15, 2016 and April 19, 2016 meeting were approved as amended. Minutes <br />of the April 5, 2016 meeting were approved as presented. <br />PUBLIC COMMENTS/INQUIRIES <br />Mike Reeves, 10347 Grand Valley Ln., Woodbury, MN provided context for the comments <br />made at the May 3, 2016 meeting regarding actions of past City Councils regarding <br />infrastructure projects. <br />Barry Weeks, 3647 Lake Elmo Avenue, referred to the City Organizational Chart, noting <br />residents are the bosses of the City Council and stated he does not support the decision to hire a <br />parliamentarian. <br />Wally Nelson, 4582 Lilac Lane N., responded to statements made at the May 3, 2016 City <br />Council meeting related to actions of the former City Council related to infrastructure. <br />PRESENTATIONS <br />Huff N’ Puff Days Proclamation <br />Casey Block, Lake Elmo Jaycees President, received the Proclamation and reported that the Lake <br />Elmo Chapter recently received the honor of being named top chapter in the state at the Jaycees <br />spring convention. <br /> <br />CONSENT AGENDA <br />2.
