June 29, 2016 City Council Meeting Minutes Page 1 of 2 <br /> <br /> <br />CITY OF LAKE ELMO <br />CITY COUNCIL SPECIAL MEETING MINUTES <br />JUNE 29, 2016 <br /> <br /> <br />CALL TO ORDER <br />Mayor Pearson called the meeting to order at 8:00 a.m. <br />PRESENT: Mayor Mike Pearson and Councilmembers Julie Fliflet, Anne Smith, and Jill Lundgren. <br />ABSENT: Councilmember Bloyer <br />Staff present: Administrator Handt, City Attorney Sonsalla, and City Clerk Johnson. <br /> <br />Mayor Pearson, seconded by Councilmember Lundgren, moved TO APPROVE THE AGENDA <br />WITH THE ADDITION OF PUBLIC COMMENT. Motion passed 4 – 0. <br />DISCUSSION OF LIBRARY BOARD DECISION WITH REGARD TO JOINING THE <br />WASHINGTON COUNTY LIBRARY SYSTEM <br />Councilmember Fliflet reviewed the process the Library Board has followed to explore options for <br />future library operations and presented the terms of the Library Board recommendations. <br />PUBLIC COMMENT <br />Barry Weeks, 3647 Lake Elmo Avenue North, spoke about the history of the library and questioned the <br />City Council not utilizing Commissioner Kriesel for assistance with the library process. <br />Sarah Linder, 11108 12th Street North, Library Board Vice President, encouraged the City Council to <br />support the Library Board recommendations. <br />Dick Weir, 3645 Laverne Avenue North, reviewed discussion from the December 15, 2015 City <br />Council meeting and Commissioner Kriesel’s comments as a member of the County Board and <br />MELSA. <br />Mike Reeves, former and future Lake Elmo resident, reviewed the guiding principles found on the <br />City’s website and stated the City has deviated from those principles during this process. <br />Councilmember Fliflet, seconded by Councilmember Lundgren, moved TO APPROVE THE <br />RESOLUTION REGARDING LIBRARY SERVICES IN LAKE ELMO AND DIRECT STAFF TO <br />PROVIDE NOTICE OF THE SIGNED RESOLUTION TO THE WASHINGTON COUNTY <br />AUDITOR AND WASHINGTON COUNTY ADMINISTRATOR TODAY. <br />Mayor Pearson moved TO REMOVE THE MEMORANDUM OF UNDERSTANDING FROM THE <br />RESOLUTION. Motion died – no second. <br />Primary motion passed 3 – 0 – 1. (Pearson – present/not voting) <br />
