LAKE ELMO CITY COUNCIL MINUTES January 4, 2011 2 <br /> Appoint Dave Snyder of Eckberg and Lammers as the Official City Attorney for <br />municipal, civil and criminal matters for 2011 <br /> Appoint Steve McDonald of Abdo, Eick & Meyers as the City Auditor for 2011 <br /> Approve the Lake Elmo Bank, Northland Trust, Wells Fargo and Morgan <br />Stanley/Smith Barney as the City’s Official Depositories for 2011 <br /> <br />Appoint Joe Rigdon of KDV as the City Financial Advisor for 2011 <br /> <br />MOTION: Mayor Johnston moved to appoint Joe Rigdon of KDV as the City Financial <br />Advisor for 2011 and directed staff to address this issue with a Request for Proposal at <br />the end of the year. Council Member Pearson seconded the motion. The motion was <br />passed 5-0. <br /> <br />REGULAR AGENDA: <br /> <br />Appointment of Deputy (Acting) Mayor <br /> <br />Pursuant to State Statute 412.121, the City Council is asked to select an Acting Mayor on <br />the City’s behalf should Mayor Johnston be unavailable or unable to attend a meeting, <br />sign an agreement, or attend functions on behalf of the City. Any member of the Council <br />is eligible for this position. <br /> <br />MOTION: Mayor Johnston moved to approve Council Member Smith as Deputy (Acting) <br />Mayor for 2011, to comply with and fulfill all duties enumerated in Minnesota State <br />Statute 412.121 relating to selection of an “Acting Mayor”. Council Member Park <br />seconded the motion. The motion passed 5-0. <br /> <br />Update on 50th Street and Kimbro Avenue <br /> <br />At the December 7th meeting, the City Council directed staff to review assessment <br />options that would include potential assessments to the benefitting properties with <br />driveway access to Kirkwood Avenue. Jack Griffin, City Engineer, presented different <br />assessment options for the Street Improvements for the 50th Street and Kimbro Avenue <br />Feasibility Report. It was noted that some Kirkwood residents have requested <br />consideration of paving Kirkwood Avenue. Past assessments of the seven properties <br />proved cost prohibitive, even with the City potentially picking up 70% of the project cost. <br /> <br />Staff recommended holding a neighborhood meeting prior to the Public Hearing and <br />further evaluating for the Council how best to maintain remaining gravel roadways in the <br />City, especially when maintenance agreements are inplace but not currently billed. <br /> <br />Council Member Emmons questioned the need for paving Kirkwood Avenue now. He <br />would like to see Kirkwood serve more as a City East-West thoroughfare and then find <br />out what the cost would be to correct the 90 degree turns and make Kirkwood Avenue a <br />thoroughfare connection. <br />
