Approve Resolution No. 2011-009 Approving a County Project CSAH 6 <br />(Stillwater Boulevard N.) Bituminous Overlay within Municipal Corporate Limits <br /> Approve the Agreement to Obtain Street Seal Coating Services with West <br />Lakeland Township <br /> <br />REGULAR AGENDA: <br /> <br />Presentation by Ms. Ginny Holder, Ramsey/Washington Suburban Cable Commission <br />Representative <br /> <br />Ms. Ginny Holder, Lake Elmo’s representative on the Ramsey/Washington Suburban <br />Cable Commission introduced herself to the Council and gave a general overview of the <br />Cable Commission’s authority and activities. Included in the discussion were comments <br />relating to preparation for the future, such as: <br /> <br />Franchise Renewal – Franchise good until 2014 <br />Video Streaming <br />Video on Demand <br />Process for using cable by Council Member candidates <br /> <br />2011 Street and Water Quality Improvements – Approve Plans and Specifications and <br />Order the Advertisement for Bid <br /> <br />The City Council was requested to approve the Plans and Specifications for the 2011 <br />Street and Water Quality Improvements and order the advertisement for bid. <br /> <br />At the December 7th 2010 meeting, the City Council authorized the preparation of Plans <br />and Specifications for the 2011 Street and Water Quality Improvements, which included <br />Tartan Meadows and David Nelson Estates. At the February 1, 2011 meeting, the <br />Council authorized the preparation of Plans and Specs for 50th Street and Kimbro <br />Avenue, which were added o the 2011 Street and Water Quality Improvements. The two <br />projects were combined to take advantage of economies of scale when bidding the street <br />improvements in 2011. <br /> <br />City Engineer presented a brief summary of the final plans together with an updated <br />estimate of project cost. The bid date is set for April 12, 2011 and will be presented to <br />Council for award on April 19, 2011. <br /> <br />The plan will include the coordination and curb cuts for the rain gardens. There are <br />currently 4 executed maintenance agreements to install rain gardens within the boulevard <br />on this project and approximately 8 additional properties have expressed interest and will <br />be meeting with the Washington Conservation District to finalize their position. <br /> <br />Other measures to reduce runoff include narrowing streets in the David Nelson Estates <br />and Tartan Meadows Neighborhoods.
