<br /> <br /> <br /> <br />City of Lake Elmo <br />Lake Elmo Special City Council Meeting <br /> <br />September 13, 2011 <br /> <br />Mayor Johnston called the Special Council Meeting to order at 8:20 p.m. <br /> <br />Present: Mayor Johnston and Council Members Emmons, Pearson, Park and Smith <br /> <br />Also Present: Administrator Messelt, Attorney Snyder, Planner Klatt, Finance Director <br />Tom Bouthilet, Public Works Supervisor Mike Bouthilet, Fire Chief Malmquist and City <br />Clerk Lumby <br /> <br />Issuance of G.O. Improvement Bond: Series 2011A & Order 429; Public Hearing for <br />Kindred Court Improvements <br /> <br />The City Council considered approving the issuance of General Obligation Improvement <br />Bonds; Series 2011A, in the amount not to exceed $845,000 for 2011 Street <br />Improvements. As part of this action, the Council will order a public hearing to include <br />the Kindred Court Improvements in the 2011A Bond Series. <br /> <br />MOTION: Council Member Smith moved to approve Resolution No. 2011-036 approving <br />the issuance of General Obligation Bond Series 2011A in the amount not to exceed <br />$845,000 <br />And <br />approve Resolution No. 2011-039 calling for a Public Hearing relating to Kindred Court <br />Drainage Corrections. Council Member Emmons seconded the motion. The motion <br />passed 5-0. <br /> <br />2012 Proposed General Levy and Annual Budget <br /> <br />The Council considered and adopted the Preliminary 2012 Levy and Annual Budget. <br /> <br />Mayor Johnston added $10,000 to the Total General Fund Levy and reallocating $6,525 <br />from health care coverage into a combined $16,525 compensation fund to be used to <br />address identified inequities in individual employee compensations. Further City staff <br />was directed to devise for city council review a compensation program to address <br />identified inequities. <br /> <br />Finance was asked to continue to look into a more modest Health Insurance plan rather <br />than the Double Gold Health Care. <br />
