LAKE ELMO CITY COUNCIL MINUTES FEBRUARY 3, 2010 1 <br />MINUTES APPROVED: February 16, 2010 <br />City of Lake Elmo <br />City Council Minutes <br /> <br />February 3, 2010 <br /> <br />Mayor Johnston called the meeting to order at 7:00 p.m. <br /> <br />PRESENT: Mayor Johnston and Council Members DeLapp, Emmons, Park and Smith. <br />Also present: Administrator Messelt, Attorney Snyder, City Engineer Stempski, <br />Planning Director Klatt, Finance Director Bouthilet and City Clerk Lumby. <br /> <br />APPROVAL OF AGENDA: <br /> <br />MOTION: Council Member Emmons moved to approve the revised February 3, 2010 <br />adding items 6 and 7 onto the City Council Agenda as presented. Council Member Park <br />seconded the motion. The motion passed 5-0. <br /> <br />GROUND RULES: <br /> <br />APPROVED MINUTES: <br /> <br />The January 26, 2010, City Council minutes were approved by consensus. <br /> <br />PUBLIC COMMENTS/INQUIRIES: None <br /> <br />CONSENT AGENDA: <br /> <br />MOTION: Council Member Smith moved to approve the Consent Agenda as presented. <br />Council Member Emmons seconded the motion. The motion passed 5-0. <br /> <br /> Approve payment of disbursements and payroll in the amount of $341,672.66 <br /> Accepting the work for the 2009 Street Improvement Project and Authorizing <br />Final Payment Resolution No. 2010-007 <br /> Amendment to Joint Powers Agreement with MPCA regarding additional cost for <br />city-desired water system improvements <br /> <br />REGULAR AGENDA: <br /> <br />One Year Review of Bus/Truck Terminal Interim Use Permit at 11530 Hudson Blvd. <br />North <br /> <br />Planning Director Kyle Klatt reported the City Council was asked to conduct a one year <br />review of the Bus/Trucking Terminal Interim Use Permit at 11530 Hudson Boulevard <br />North. This type of operation is allowed as an interim use, subject to the standards for a <br />non-agricultural low impact use. Staff toured the site, reviewed the City’s ordinances
