LAKE ELMO CITY COUNCIL MINUTES March 23, 2010 1 <br />MINUTES APPROVED: April 6, 2010 <br />City of Lake Elmo <br />City Council Meeting Minutes <br /> <br />March 23, 2010 <br /> <br />Mayor Johnston called the meeting to order at 7:00 p.m. <br /> <br />PRESENT: Mayor Johnston and Council Members DeLapp, Emmons, and Park (arrived <br />at 7:05 p.m.) <br />Also Present: Administrator Messelt, City Engineers Griffin and Stempski, Attorney <br />Snyder, Planning Director Klatt, Finance Director Bouthilet and City Clerk Lumby <br />ABSENT: Council Member Smith <br /> <br />APPROVAL OF AGENDA: <br /> <br />MOTION: Council Member DeLapp moved to approve the March 23, 2010 City Council <br />Agenda as amended: Move Item #7 after Item #5. Council Member Emmons <br />seconded the motion. The motion passed 3-0. <br /> <br />GROUND RULES: <br /> <br />APPROVED MINUTES: <br />The March 2, 2010 City Council minutes were approved by consensus. <br /> <br />PUBLIC COMMENTS/INQUIRIES: <br /> <br />Paul Ryberg gave an update on current happenings with the Yellow Ribbon Network and <br />announced the city of Lake Elmo will be receiving a certificate from the governor <br />designating Lake Elmo a Beyond the Yellow Ribbon City. <br /> <br />Julie Bell, Yellow Ribbon Network and Woodbury resident, shared her story about her <br />son, an Army Military Police, recently named the “Soldier of the Game” at the Minnesota <br />Wild game, courtesy of the network. <br /> <br />CONSENT AGENDA: <br /> <br />Resolution No. 2010-011 proclaiming September 18th 2010 as the 3rd Annual Lake Elmo <br />Fall Festival and authorize the transfer of $8,000 from the General Fund Donation <br />Account to the Fall Festival Transfer in account <br /> <br />MOTION: Council Member Park moved to delay the Fall Festival Proclamation to the <br />April 6, 2010 City Council Meeting. Council Member Emmons seconded the motion. The <br />motion passed 4-0. <br />
