LAKE ELMO CITY COUNCIL MINUTES JULY 6, 2010 1 <br />MINUTES APPROVED: July 20, 2010 <br />City of Lake Elmo <br />City Council Minutes <br /> <br />July 6, 2010 <br /> <br />Mayor Johnston called the meeting to order at 7:00 p.m. <br /> <br />PRESENT: Mayor Johnston and Council Members DeLapp, Emmons (arrived at 7:04 <br />p.m.), Park <br />Absent: Council Member Smith <br /> <br />Also Present: Administrator Messelt, City Engineer Griffin, Attorney Sandstrom, League <br />of MN Attorney John Baker, Planning Director Kyle Klatt, Planning Intern Danielle <br />Bailey, Finance Director Bouthilet and City Clerk Lumby <br /> <br />APPROVAL OF AGENDA: <br /> <br />MOTION: Council Member Park moved to approve the July 6, 2010 City Council <br />agenda. Council Member DeLapp seconded the motion. The motion passed 3-0. <br /> <br />GROUND RULES: <br /> <br />APPROVED MINUTES: <br /> <br />The June 15, 2010 City Council minutes were approved by consensus. <br /> <br />PUBLIC COMMENTS/INQUIRIES: <br /> <br />CONSENT AGENDA: <br /> <br />MOTION: Council Member Emmons moved to approve the Consent Agenda. Council <br />Member Park seconded the motion. The motion passed 4-0. <br /> <br /> Approve payment of disbursements and payroll in the amount of $234,270.30 <br /> Approve 3.2 liquor license for Lake Elmo Jaycees Huff’n Puff days, August 12- <br />15, 2010 and waive fees for license and Lions Park ballfield lights <br /> Approve new off-sale intoxicating liquor license for Lake Elmo Wine Company, <br />3511 Lake Elmo Avenue N., Applicant: Kimberly Ommerborn and submit <br />application for approval by the Minnesota Public Safety Inspector <br /> Authorize execution of the easement encroachment agreement for 12211 <br />Marquess Lane Cove <br /> Authorize the City Engineer and City Administrator to further investigate and, if <br />appropriate, affect a mutually advantageous partnership with the Minnesota <br />Pollution Control Agency for temporary location of shallow aquifer monitoring <br />wells on appropriately-identified public lands/municipal property.
