LAKE ELMO CITY COUNCIL MINUTES SEPTEMBER 7, 2010 2 <br /> <br />REGULAR AGENDA: <br /> <br />2011 Proposed General Levy and Annual Budget <br /> <br />The Budget and Finance Sub-committee evaluated several options before focusing on <br />three specific scenarios. The Sub-committee recommended affirmative Council <br />consideration of Scenario C, which presents a fiscally austere budget with only a <br />marginal increase in the overall tax rate, due to efforts to recoup lost local government <br />aid from the State of Minnesota increasing debt service for continuation of the City’s <br />street reconstruction program, and a decline in overall taxable market value by <br />approximately 5%. <br /> <br />City staff presented the proposed Preliminary General Levy and Budget scenarios. <br /> <br /> Total General Fund Levy $ 2,409,867 <br /> Total G.O. Debt Levy $ 304,656 <br /> 2010 MVHC Unallotment Levy $ 37,518 <br /> 2011 MVHC Unallotment Levy $ 37,518 <br /> Total Levy $ 2,789,559 <br /> <br />MOTION: Council Member Smith moved to approve Resolution No. 2010-044 adopting <br />the preliminary 2011 General Levy and Annual Budget (Scenario C). Council Member <br />Park seconded the motion. The motion passed 5-0. <br /> <br />Set Hearing Date for Budget and Levy Discussion <br /> <br />The City Council was asked to consider setting the Truth in Taxation public meeting, as <br />required by State law. <br /> <br />MOTION: Council Member DeLapp moved to approve Resolution No. 2010-045 setting <br />December 7, 2010 at 7:00 p.m. for the Budget and Levy discussion and time set aside to <br />allow the public to speak. Council Member Emmons seconded the motion. The motion <br />passed 5-0. <br /> <br />Fall Festival Transition <br /> <br />Council Member DeLapp asked if the Fall Festival Committee could put together an <br />informational packet for the Lake Elmo Rotary since this organization will be taking the <br />Fall Festival over. Council Member Smith responded the Fall Festival Committee is <br />comprised of 5 members and they will be partnering with the Lake Elmo Rotary to make <br />this an easier process. The City Administrator would co-ordinate event documentation <br />and funding regulations. <br /> <br />The Council adjourned the meeting at 8:45 p.m. <br />___________________________
