MINUTES APPROVED 3-3-09 <br />LAKE ELMO CITY COUNCIL MINUTES 3 FEBRUARY 17, 2009 <br />MOTION: Council Member Smith moved to accept the 2009 Planning Commission Work <br />Plan. Council Member Park seconded the motion. The motion passed unanimously 4-0. <br /> <br />2009-2013 Street Capital Improvement Program (CIP); Authorization to Proceed on the <br />2009 Street Improvements Feasibility Report <br /> <br />Interim City Administrator Dawson requested the City Council to approve the 2009-2013 <br />Street Capital Improvement Program, and authorize TKDA to prepare the feasibility <br />report for the 2009 street improvements in the estimated amount of $9,800. <br /> <br />Council discussed a street finance proposal, special assessments, and monitoring process. <br /> <br />MOTION: Council Member Park moved to approve the 2009-2013 Street Capital <br />Improvement Program, and authorize TKDA to prepare the feasibility report for the 2009 <br />street improvements in the estimated amount of $9,800. Mayor Johnston seconded the <br />motion. The motion passed 4-0. <br /> <br />Selection Process for City Attorney <br /> <br />Interim City Administrator Dawson reported that the City received eleven proposals for <br />City Attorney services. He provided the Council with a draft form to rate the firm and <br />provide comments. <br /> <br />Council consensus was to review the proposals and discuss the process at the March 3, <br />2009, Council meeting. <br /> <br />Set Date to Consider Formal Publication of Final Village AUAR <br /> <br />Interim City Administrator Dawson recommended that the City Council consider <br />authorizing publication of the Lake Elmo Village Area final AUAR at the March 17, <br />2009, City Council meeting. Adoption of the AUAR could then be considered at the <br />April 7, 2009, Council meeting. <br /> <br />Wireless Communications Facilities Ordinance Update <br /> <br />Planning Director Klatt provided an update on the wireless communications facilities <br />ordinance moratorium. He stated that Staff has received numerous inquiries and <br />questions from consultants interested in providing their services. The intent is to have a <br />consultant on board before a public open house on the topic in the latter part of March. <br /> <br />The Planning Department is scheduled to begin initial discussions regarding a new <br />facilities ordinance at the March 9, 2009, Planning Commission meeting in March. <br /> <br />The meeting was adjourned at 7:58 p.m. <br /> <br />Respectfully submitted by Carole Luczak, Recording Secretary
