LAKE ELMO CITY COUNCIL MINUTES MAY 5, 2009 4 <br />Request Planning Commission to develop recommendations on City activities for <br />economic development <br /> <br />Craig Dawson, Interim City Administrator, reported the City Council is being asked to <br />formally request the Planning Commission to identify what the City needs to be doing at <br />present and to begin to identify what commercial uses and development standards should <br />be permitted in the City. <br /> <br />MOTION: Mayor Johnston moved to direct the Planning Commission to identify what <br />activities the City should undertake in terms of economic development, and to identify <br />what commercial uses and standards for sustainable commercial development should be <br />permitted in the City. Council Member Park seconded the motion. The motion was <br />passed 4-1 (Council Member DeLapp voting against). <br /> <br />Update by City Attorney on house rehabilitation, 9224 31st Street N. <br /> <br />Craig Dawson, Interim City Administrator, reported the City Council is looking for a <br />recommendation in terms of how to deal with the Hardy property located at 9224 31st. <br />Street. David Snyder, City Attorney, responded he has reviewed the materials submitted <br />by the City and provided three options to the Council in his letter to Craig Dawson dated <br />April 28, 2009. <br /> <br />MOTION: Mayor Johnston moved to direct the City Attorney to pursue Option #3 <br />advising the property owner, Linda Hardy, 9224 31st Street N., that the Council will <br />authorize enforcement action (including litigation) and issue a formal order directing <br />staff to secure completion or abatement of the property at its May 19th Council meeting. <br />Council Member Smith seconded the motion. The motion passed 5-0. <br /> <br />Final Adoption of AUAR, Resolution No. 2009-020 <br />Planning Director, Kyle Klatt, reported the City Council is being asked to adopt the Lake <br />Elmo Village Area Final Alternative Urban Area wide Review and Mitigation Plan. <br /> <br />Ciara Schlichting, Bonestroo, presented the Village AUAR purpose and process and <br />discussed the five comments presented during the Final AUAR comment period. Once <br />the Final AUAR document is adopted by the City, the Council will begin the process of <br />identifying a preferred development scenario to implement. Amendments to the <br />Comprehensive Plan will be necessary to move forward with any scenario that differs <br />from the City’s existing land use plan. <br /> <br />MOTION: Council Member Smith moved to adopt Resolution No. 2009-020 adopting the <br />Lake Elmo Village Area Final Alternative Urban Areawide Review <br /> <br />MOTION: Council Member Emmons moved that motion be amended to include that <br />before any of the density scenarios or other options are decided upon, there would need <br />to be further analyses to understand the impacts. Council Member DeLapp seconded the <br />motion. The motion passed 4-1 (Council Member DeLapp voting against).
