Seminar Attendance – City Planner <br /> <br />The City Planner is requesting to attend a Land Use Management Seminar at the UW, <br />Madison on May 3-5-, 2004 with an anticipated cost of about $1,000. The Planning <br />Department budget is $2,500 for Conferences and Training. <br />M/S/P DeLapp/Johnston – to approve the attendance of the City Planner at the Land Use <br />Management Seminar at UW, Madison, May 3-5, 2004 at a cost of approximately $1,000. <br />(Motion passed 5-0). <br /> B. Assessment Services <br /> <br />Kevin Corbid, Washington County Director, reported the Washington County Board of <br />Commissioners, has placed the issue of countywide assessment on its priority list for <br />2004. He provided a memo outlining the process, the reasons behind the possible change, and the financial impacts. There are 9 cities in Washington County hat now have <br />contract local assessors. <br /> <br />Council member Dunn voiced concern with the loss of local government control of the <br />assessment function and the assessor. Mayor Hunt had a concern with how future budget cuts the county may have and how it would affect assessment services. Council member <br />Siedow would like to know what the financial implications of a countywide assessment. <br />This will be added to a future agenda for discussion once the financial implications have <br />been received. <br /> C. Employee Benefits Progress <br /> <br />The Acting Administrator reported the Council approved an enhanced pay plan with the <br />promise of a modified benefit plan. The staff continues to have difficulties because we <br />are small and cannot get the flexibility of a cafeteria plan. <br />M/S/P DeLapp/Dunn - to direct the staff to proceed with the employee benefits in place <br />through the second quarter. (Motion passed 5-0.) <br /> <br /> D. Brookfield II Building <br />The Acting Administrator reported the City ordered an appraisal and the City Attorney <br />and the Acting Administrator met with the owners where the original proposal was not <br />honored. Ray Marshall advised that they submitted the City’s appraisal to their appraiser <br />and will not hear until April 15. Staff has talked to the owner of Lake Elmo Chrysler owner about a potential purchase and that option is open. <br />
