FRETIM"! 11 Hi 1 61110107 M, <br />: 1 U lii![ <br />WHEREAS, pursuant a resolution of the city council adopted on April 5, 2016, the council <br />ordered a hearing on Improvement for the Old Village Phase 2 Street, Drainage and Utility <br />Improvements, and <br />WHEREAS, ten days' mailed notice and two weeks published notice of the hearing was given, <br />and the hearing was held thereon on the 3d day of May, 2016, at which all persons desiring to be heard <br />were given the opportunity to be heard thereon; and <br />VMEREAS, the feasibility report prepared by FOCUS Engineering, Inc., and dated March 2016 <br />states that the project is necessary, cost-effective, and feasible; and <br />VYIIERIEAS, the City has directed Washington County, and its consultants, to oversee the <br />preparation of the Plans and Specifications, and to accept bids for the improvements; and <br />VMEREAS, pursuant to an advertisement for bids, bids were received by Wastiington County on <br />April 5, 2016, opened, and tabulated according to the law, and reviewed to verify that all requirements of <br />the submittals were met. <br />NOW, THEREFORE,, BE IT RESOLVED, <br />I . Such improvement is deemed necessary, cost-effective, and feasible as detailed in the Feasibility <br />Report dated March 2016 and amended May 2016. <br />1 Assessments shall be levied to the benefiting properties as outlined in the preliminary assessment <br />rolls and as amended by the city council. <br />1 Such improvement is hereby ordered as proposed in the council resolution adopted this 3rd day of <br />May, 2016. <br />4. The city council declares its official intent to reimburse itself for the costs of the improvement <br />from the proceeds of tax exempt bonds. <br />5.
