The City Council of the City of Lake Elmo hereby ordains that Title XV: Land Usage; Chapter 154: Zoning Code, is hereby amended by adding the S 154, 310 Standards for Accessory Uses D. Commercial Wedding Ceremony Venue. 4commercial wedding venue isallowed asan accessory use with an interim use permit in the Agriculture and RT Rural Transitional on parcels greater than 10acrey size. The suitability ofo parcel fora wedding venue shalt be determined by the characteristics of the site and by the unique capacity of the parcel to accommodate the use while preserving the essential rural character nfthe neighborhood and the site nnwhich the use is located, bvthe ability ofthe parcel to accommodate the use without negative impact on the general health, safety, and welfare ofthe community, and by other factors the City may deem appropriate for consideration. 1. Ownership. The property wilt bethe primary residence ofthe venue operator(n). The operator must beonthe premises for the duration nfeach event. 2. Maximum Number ufGuests. The maximum numbers ofguests islimited to15Ufor each event. 3. Food and Beverages. The serving offood and beverages ispermitted only anpart ofthe ceremony. 4. Seasonal Operation. Ceremonies are Limited tonnmore than twice per week and are permitted only during the months ofMay through October. 5. Hours mfOperation. Events shalt only beallowed between the hours of1O:UOa.m. and 10:00p.m. Alt guests and staff must vacate the premises by1O:OO p.m. Alt tights associated with the event must bcturned off by 10:00p.m. Any one ceremony is limited Loamaximum duration ofthree (])hours. 6. Overnight Accommodations. Noovernight accommodations are allowed. 7. Off -Street Parking. Off-street parking shall be required in the ratio of one (1) parking space for each three attendees based on the maximum number of attendees planned for the site. The off-street parking area and the number of parking spaces shalt be documented on the required site plan. Setbacks. The minimum setbacks from neighboring houses and property tines for the various activities associated with the wedding venue shall be as follows: a. Parking: 100 feet from residential property tines; 200 feet from neighboring houses. b. Outdoor Activity Spaces: 300 feet from residential property lines; 400 feet from neighboring houses.
