the juncture of the roof with the building wall or to the top of any parapet, but no <br />projecting sign may extend above a second story. <br />8. Directional Signs. On-premise directional signs may be placed on private property near <br />driveway entrances, at building entrances, and in parking lots and loading areas where <br />reasonably necessary. Each such sign shall be located on-premise and shall adhere to the <br />regulations pertaining to vision triangles and other setbacks as defined in §154.212.F.2. <br />Such signage shall be considered exempt from the total signage calculation for the <br />premises as long as all the following standards are met: <br />a. Such signage does not serve an additional advertising purpose. <br />b. There are no more than three (3) directional signs per lot, not including a maximum of <br />one (1) directional sign allowed per driveway entrance/ exit. <br />c. Surface area per sign does not exceed four (4) square feet. <br />d. Logos do not exceed two (2) square feet in area per sign. <br />e. Sign height does not exceed five (5) feet above ground elevation at base of sign. <br />9. Flags and Decorative Banners. The following regulations apply to all flags and decorative <br />banners: <br />a. A minimum clearance of eight feet (8') over pedestrian ways and fourteen (14') feet <br />over vehicular areas. <br />b. Maximum number of flagpoles for any lot is three (3). <br />c. Maximum height of any flagpole is fifty (50) feet. <br />d. Maximum number of flags per lot is four (4). <br />e. Maximum area of any flag shall be forty (40) square feet. <br />f. Flags representing a private entity, including corporate or business flags, shall be <br />included within the maximum sign area total for the site, as applied to the allowance <br />for a ground sign, and shall require a sign permit. <br />I. Comprehensive Sign Plans <br />1. Purpose. Multi-tenant developments such as shopping malls, due to the varying occupant's <br />need for signage and the potential for unique architecture and placement of different <br />occupancies as they relate to street frontages, can create challenges to the applicability of <br />sign regulations and the fair distribution of permitted square footage for occupants. This <br />section is intended to define how signage permitted under this code will be distributed <br />among the different occupancies available in the development. The Comprehensive Sign <br />Plan shall create visual harmony between the signs, building(s), and building site through <br />unique and exceptional use of materials, design, color, and lighting, and other design <br />elements; and shall result in signs of appropriate scale and character to the uses and <br />building(s) on the lot as well as adjacent buildings, structures and uses. <br />2. Applicability. A Comprehensive Sign Plan shall be required of an applicant for all planned <br />developments and commercial or industrial multi-tenant developments where different <br />occupancies will compete for permitted square footage on a single lot. <br />3. Submission Requirements. An application for Comprehensive Sign Plan approval shall be <br />submitted to the Planning Director and shall include: <br />a. A site plan, dimensioned, showing the location of the building(s), structure(s), parking <br />area(s), driveway(s), and landscaped areas on the lot upon which the proposed sign is <br />to be attached or erected. <br />19
