may be applicable, be made to bring said violations in conformance with the terms and <br />conditions of this Section. <br />3. In the event the person so notified fails or neglects to comply with or conform to the <br />requirements of such notice, the Planning Director or Building Official may file an <br />appropriate citation or complaint in an appropriate court of law or take whatever other <br />legal action may be necessary to cause such sign to be altered or removed. If a sign is <br />considered abandoned, the City, after notice, may remove such sign at the cost of the <br />owner of the property upon which the sign sits. An invoice for such costs shall be sent to <br />the property owner and, if not paid, shall be placed on the tax roll as a special charge <br />pursuant to M.S. §429.061. <br />R. Severability and Conflict <br />1. Severability. The provisions of this ordinance are severable. If any section, subsection, <br />sentence, clause, phrase, or portion of this ordinance is for any reason held invalid or <br />unconstitutional, such portion shall be deemed a separate, distinct and independent <br />provision, and such holding shall not affect the validity of the remaining portions thereof. <br />2. Conflict. If any part of this ordinance is found to be in conflict with any other ordinance or <br />with any other part of this ordinance, the most restrictive or highest standard shall prevail. <br />If any part of this ordinance is explicitly prohibited by federal or state stature that part <br />shall not be enforced. <br />SECTION 5. Effective Date. This ordinance shall become effective immediately upon <br />adoption and publication in the official newspaper of the City of Lake Elmo. <br />SECTION 6. Adoption Date.
