The City- Council of the City of Labe Elmo hereby ordains that Sections 150.300 <br />thr u 150.314 of the Lake Elmo City Code are to read as follows: <br />Sections: <br />150.300 Purpose <br />150.301 Applicability <br />150.302 Definitions <br />150.303 Responsibility for Administration <br />1.50.304 Compatibility with Other Regulations <br />150.305 Ultimate Responsibility <br />150.306 Discharge Prohibitions <br />150.307 Watercourse Protection <br />150.308 Industrial or Construction Activity Discharges <br />150.309 Requirement to Prevent, Control, and Reduce Storm Water Pollutants by the Use of <br />Best Management Practices <br />150.310 Notification of Spills <br />150.311 Right of Entry <br />150.312 Enforcement <br />150.313 Severability <br />150.314 Authority <br />ILLICIT DISCHARGE AND CONNECTION <br />150.300 PURPOSE <br />(A) The general purpose of this ordinance is to provide for the health, safety, and general <br />welfare of the public through the regulation of non -storm water discharges to the storm <br />drainage system to the maximum extent practicable as required by federal and state law. <br />This ordinance establishes methods for controlling the introduction of pollutants into the <br />municipal separate storm sewer system (MS4) in order to comply with. requirements of <br />the MS4 permit issued to the City of Lake Elmo by the Minnesota Pollution control <br />Agency (MPCA) under the National. Pollutant Discharge Elimination System (NPDES) <br />permit process. The objections of this ordinance are: <br />(1) To regulate the contribution of pollutants to the MS4 by storm water discharges by <br />any user; <br />(2) To prohibit illicit connections and discharges to the MS4; <br />(3) To establish legal authority to carry out all inspection, surveillance, monitoring, <br />and enforcement procedures necessary to ensure compliance with this ordinance. <br />150.301 APPILICABILITY <br />(A) This ordinance shall apply to all water entering the storm drainage system generated on <br />any developed and undeveloped lands unless explicitly exempted by Section 150.306 <br />(A) (1) a) — d) of this Ordinance. <br />
