C. Whenever any street, alley or other public way is vacated, the zoning district adjoining that of <br />such vacated street, alley or public way shall be automatically extended to the center of such <br />vacated area and all area included therein shall be then and henceforth subject to all <br />regulations of the extended district. <br />D. It shall be the responsibility of the Planning Director to maintain and amend the zoning map. <br />The Director of Planning shall make any corrections or amendments to the map after all of the <br />procedures outlined in Section 154.020 of this chapter for the making of such revisions or <br />amendments shall have followed by the Planning Commission and the City Council. <br />E. Amendments to the Official Zoning Map shall be recorded on the map within 30 days after <br />adoption by the Council. The copy of the Official Zoning Map shall be displayed in the office of <br />the Planning Department and shall be open to public inspection at all times during which the <br />office is customarily open. <br />§154.154 Consistency with Comprehensive Plan <br />The zoning districts in this chapter and the delineation of zoning district boundaries on the zoning map <br />are consistent with the goals and policies of the Lake City Comprehensive Plan. <br />SECTION 6. The City Council of the City of Lake Elmo hereby amends Title XV: <br />Land Usage; Chapter 154: Zoning Ordinance, by adding the following language: <br />Article 10 - URBAN RESIDENTIAL DISTRICTS <br />5154.450 Purpose and District Descriptions <br />5154.451 Permitted and Conditional Uses <br />5155.452 Lot Dimensions and Building Bulk Requirements <br />5155.453 Dimensional Requirements and Preservation of Open Space <br />5155.455 Site Design and Development Standards <br />5155.456 Accessory Uses and Structures <br />5155.457 Residential Accessory Structures <br />5155.458 Accessory Uses <br />5155.459 Accessory Uses and Structures Not Listed <br />§154.450 Purpose. <br />The urban residential districts are established to provide areas for residential development that are <br />served by public sewer and water services in accordance with the City's Comprehensive Plan. The <br />objectives of these districts are to preserve and enhance the quality of living in residential <br />neighborhoods, to regulate structures and uses which may affect the character or desirability of <br />residential areas, to encourage a variety of dwelling types and locations and a range of population <br />densities consistent with the City's Comprehensive Plan, and to ensure adequate light, air, privacy and <br />open space. The residential districts and their purposes are as follows: <br />A. LDR Urban Low Density Residential District. The LDR district provides an environment of <br />predominantly single-family dwellings on moderately sized lots, and is designed to be the most <br />restrictive of the urban residential districts. The LDR district is intended to provide areas for <br />lower density residential development within the City's planned sewered development areas, <br />and may be used to provide a transition between rural development areas and the City's urban <br />development and districts. Densities shall range from two (2) to four (4) units per acre; <br />however, the overall density for a specific development area must be consistent with the net <br />densities specified in the Comprehensive Plan. The lot size and other district standards allow <br />for the creation of smaller lots with the expectation that common open space will be provided <br />within developments that exceed the base densities (at low end of the land use density range) <br />within the Comprehensive Plan. <br />19 <br />
