Structured parking is permitted as a ground floor use within a <br />mixed -use building, provided that it is located on side or rear facades, not facing the primary <br />abutting street. The primary street -facing facade shall be designed for retail, office or <br />residential use. <br />J. Non -Production Industrial, BP District. Non -production industrial use shall be allowed as a <br />principal use, and may include wholesale and off -premise sales, provided that: <br />The use is served by a street of sufficient capacity to handle the traffic the use will <br />generate. <br />2. The use includes a retail or office component equal to at least twenty-five (25) percent of <br />the floor area of the use. <br />3. An appropriate transition area between the use and adjacent property may be required, to <br />include landscaping, screening and other site improvements consistent with the character <br />of the area. <br />K. Outdoor Dining Accessory to Food Services. Outdoor dining is allowed as an accessory use in <br />the commercial districts, provided that tables do not block a public sidewalk or other walkway <br />needed for pedestrian circulation. A minimum of five (5) feet of sidewalk or walkway must <br />remain open. <br />Standard Restaurant, BP District. Must be incorporated as part of a larger business center or <br />lodging use. <br />M. Fast Food Restaurant, BP District. Must be incorporated as part of a larger business center or <br />lodging use. <br />Retail Trade, BP District. Limited to uses clearly incidental and accessory to a permitted or <br />conditionally permitted principal use of the land. <br />1. The compounding, dispensing or sale of drugs, prescription items, patient or proprietary <br />medicine, sick room supplies, prosthetic devices or items relating to any of the permitted <br />or conditionally permitted uses is only allowed when conducted in the building occupied <br />primarily by medical facilities or offices. <br />§154.555 Commercial District Design Standards. <br />A. Purpose and Intent. It is the purpose and intent of the city, by the adoption of the <br />performance standards of this article, to ensure commercial buildings constructed within the <br />city are of a high quality of exterior appearance and consistent with the Comprehensive Plan. <br />These standards shall apply to all commercial districts within the city. <br />1. It is the finding of the city that a limited selection of primary exterior surfacing materials <br />meets this standard of quality. <br />2. It is the further finding of the city that several specific exterior surfacing materials are <br />appropriate, and of sufficient quality, to be utilized only as accent materials in varying <br />percentages. The variations of percentage of specific accent materials relates to a finding <br />by the city as to the relative quality and rural character of those respective accent <br />materials. <br />B. Architectural and Site Plan Submittals. New building proposals shall include architectural and <br />site plans prepared by registered architect and shall show the following as a minimum: <br />1.
