CITY OF LAKE ELMO <br />WASHINGTON COUNTY, MINNESOTA <br />ORDINANCE NO. 97-134 <br />AN ORDINANCE AMENDING SECTION 150 <br />OF THE LAKE ELMO MUNICIPAL CODE <br />TO INCLUDE DEFINITIONS OF A BEAUTY SALON AND DAY SPA <br />Section 1. Amendment: Section 150 'Definitions" of the Lake Elmo Municipal Code is <br />hereby amended to include the definitions of a Beauty Salon and Day Spa, to wit: <br />Beauty Salon <br />Any commercial establishment, residence, or other establishment, place, or event wherein <br />cosmetology, including hair care, nail care, and skin care, is offered or practiced on a <br />regular basis for compensation. <br />Day Spa <br />A safe, clean commercial establishment, which employs professional licensed therapists <br />whose services include massage and body or facial treatments. Treatments may include <br />body packs and wraps, exfoliation, cellulite and heat treatments, electrolysis, body toning, <br />waxing, aromatherapy, cleansing facials, medical facials, nonsurgical face lifts, electrical <br />toning, and electrolysis. Services may also include Hydrotherapy and steam and sauna <br />facilities, nutrition and weight management. No services or facilities may be offered or <br />constructed that would include customer over night stay. <br />Section 2. Effective Date: This ordinance shall become effective upon its passage and <br />publication according to law. <br />ADOPTED by the Lake Elmo City Council this 6th day of July, 2004. <br />Lee Hunt, Mayor <br />
