Subd. 5. Organization of the Commission <br />Officers of the Environmental Commission shall be the Chair and <br />Vice -Chair. These Officers shall be elected annually by the members of the <br />commission at the first meeting in January. The Environmental Management <br />Commission may elect such other officers as may be necessary and may give the <br />Chair the authority to appoint and change committees if such appointments might <br />become necessary. The Environmental Management Commission shall provide for <br />the date, time and location for meeting. <br />Subd. 6. Commission Meetings and Records <br />The Environmental Conunission shall hold regular meetings as <br />established by the Commission and approved by the Council. These meetings shall <br />be open to the public. The Environmental Management Commission shall submit to <br />the Council written minutes of its meetings and actions. <br />Subd. 7. Commissioner to Attend Council Meetings <br />The Environmental Commission shall have one or more of its <br />members present at all pertinent Council meetings. <br />Subd. 8. Duties of Commission <br />It shall be the duty of the Environmental Commission: <br />1. To assist the Council in developing and reviewing policies, plans, reports, <br />regulations, and other matters affecting solid waste disposal, recycling, <br />composting, storm water run off, water quality improvements, or other areas <br />affecting the environment that may be assigned by the Council. <br />2. To advise the Council and residents on solid waste disposal, recycling, <br />composting, storm water run off, water quality improvements, or other issues <br />affecting the environment. <br />3. To assist in the collection of background data to determine goals, policies, and <br />programs that will maintain or improve the environment in the City. <br />4. To assist in preparing public education materials and methods on solid waste <br />disposal, recycling, composting, storm water run off, water quality <br />improvements, and other issues affecting the environment. <br />5. To recommend additional methods, policies, or procedures that will reduce the <br />solid waste stream; expand recycling; and/or improve the orderly disposal of <br />solid waste. <br />6. To hold public meetings. <br />7. To cooperate with other agencies, Commissions, and volunteer organizations to <br />achieve common goals related to solid waste and the environment. <br />
