Dwelling units shall be grouped so that at least 50% of the Buildable <br />Land Area of the proposed development remains Preserved Open <br />Space. The Preserved Open Space shall consist of agricultural lands, <br />natural habitat, pedestrian corridors, or neighborhood or community <br />recreational areas. <br />B. Preserved Open Space. <br />1. Intent and Purpose <br />The primary intent of the Open Space Development Ordinance is the <br />preservation of meaningful undeveloped areas in the City into perpetuity. <br />The standards of this Open Space Preservation Ordinance allow creation <br />of individual building lots of significantly less area than would be <br />permitted through conventional platting. It is the intent of the City to <br />aggregate the land area that would otherwise be required to be in <br />individual lot area into large undeveloped parcels that will result in a rural <br />appearance to the traveling public and adjoining property. To achieve that <br />intent, the standards of the Open Space Preservation Ordinance require the <br />majority of the Preserved Open Space created responsive to those <br />standards to be large parcels. A minority if the Preserved Open Space may <br />be created as smaller parcels to accommodate such amenities as trail <br />corridors and Village Greens. <br />2. Preserved Open Space Standards <br />a All Preserved Open Space shall be subject to a conservation <br />easement and used for the purposes as defined by this ordinance. <br />The land shall be controlled in one or more following manners as <br />determined in the City's sole discretion: <br />(l.) Owned by an individual or legal entity who will use the land <br />for Preserved Open Space purposes as provided by permanent <br />conservation restrictions (in accordance with Chapter 84C.01-.05 of <br />Minnesota Statutes), to an acceptable Land Trust as approved by <br />the City. <br />(2.)
