ORDINANCE NO. q --1 LA <br />AN ORDINANCE EXTENDING THE <br />PROPERTY LOCATED WITHIN THE <br />DISTRICT OF THE CITY. <br />DEVELOPMENT MORATORIUM ON <br />PUBLIC FACILITY (PF) ZONING <br />THE LAKE ELMO CITY COUNCIL ORDAINS: <br />1.0 Recitals. <br />A. On the 7th day of April, 1998, the Lake Elmo City Council <br />adopted Ordinance No. 9728 which established a <br />development moratorium for property located within the <br />City's PF Zoning District. <br />B. The development moratorium established by Ordinance No. <br />9728 will expire on the 17th day of April, 1999. <br />C. The City has drafted proposed regulations for property <br />located in the PF Zoning District. The regulations have <br />been discussed at several meetings of the Planning <br />Commission and have been the subject of at least one <br />public hearing before the Planning Commission. <br />D. As a result of public comments on the proposed PF <br />regulations, the City has concluded that it needs to <br />review in more detail the impact of the proposed PF <br />regulations on existing PF uses before it takes final <br />action. <br />E. In order to facilitate the City's review process, it will <br />be necessary to extend the development moratorium on <br />property located within the PF Zoning District for a <br />reasonable time. <br />2.0 Development Moratorium. The Lake Elmo City Council <br />hereby adopts a development moratorium applicable to all property <br />located within the City's Public Facility (PF) Zoning District. <br />3.0 Duration of Moratorium. The development moratorium will <br />commence on the effective date of this ordinance and will continue <br />until July 20., 1999 unless otherwise terminated or extended by <br />action of the .City Council. <br />4.0 Enforcement. The City of Lake Elmo may enforce any <br />provision of this ordinance by mandamus, injunction, or any other <br />appropriate civil remedy in any court of competent jurisdiction. <br />lty.
