Minutes of the February 23rd Meeting <br />MLTROFOLITAN DISTRICT 11 PLANNING COMMISSION <br />H. M. Zweig, member of the Citizens Committee of School District 83149 called the <br />meeting to order at 8:35 P.M. in the new Oak Park School. <br />He thanked the delegates for the excellant attendance and informed them that six of <br />the eight townships were represented at the meetin& and it was definitely known that <br />one of the absent townships have officially appointed delegates to the Planning <br />Com ii5oion. Representation was in attendance from six of the tan towns and villages <br />in the District, and two of the four villages not in attendance definitely have <br />appointed officiai, delegates to the Commission. Be informed the delegates that, the <br />Citizens Committee's objective was not to run things --but -^atr-r to. study the needs <br />of the community and help to make the community aware of what those needs were. <br />Be. therefore, asked that the delegates elect a temporary chairman so that they could <br />go on with the business of the Commission. Alan Davidson, alternate, delegate from <br />Grant Township; made the nomination of Robert Walter of Bayport Village, as temporary <br />Chairman, and he was 'unanimously elected. Mr. Walter's first official act was to <br />call the roll of the townships, villages and towns to ascertain who the official <br />delegates were from each governmental body. <br />Chairman Walter, then, opened for discussion the wording of the ,proposed constitution. <br />Each article was read and discussed. The frequency of meetings covered under Article Iti <br />had been left blank. It. George Rydeen, delegate from Stillwater Township, moved <br />that the wording state, "Meetings shall be held at least, bimonthly." Motion was <br />seconded and. passed. It. McPherson, delegate from West Lakeland Township, made a <br />motion to delete the last sentence of the first paragraph of A.rticle V. The motion <br />was seconded and passed. Mr. Gordon Moosbrugger, alternate delegate from West Lakeland, <br />moved, for the correction of Article VII, covering finances, to read., "The Commission <br />shall submit its budget, request to the governing bodies for. approval." Mr. McPherson <br />seconded the motion, and the motion unanimously carried. 'Mr. George Eastwood, of <br />Afton Village, made the motion that Article X be changed to read, ''This constitution <br />shall take effect upon the adoption by two-thirds of the governing body." Motion was <br />seconded. and passed. Discussion of Article X brought up additional discussion of <br />Article VI, with reference to a quorum, and Mr. George Rydeen, Stillwater Township, <br />moved that the sentence, "Six voting members present shall constitute a quorum," be <br />added to Article VI. Bill Lundquist, representative from East Oakdale, seconded the <br />motion and it was passed. <br />A motion was made.and unanimously passed that the constitution be accepted as amended. <br />Mr. Rydeen, then, moved that a nominating committee be appointed to select candidates <br />for permanent officers of the Commission to be elected at the next meeting in. March. <br />William .Lundquist was appointed Chairman. The following delegates were appointed to <br />the Nominating Committee: <br />William Lundquist.
