R-70-11 <br />RESOLUTION <br />VILLAGE OF LAKE E LMO, MINNESOTA <br />A RESOLUTION ESTABLISHING GUIDELINES FOR PROCEEDINGS BY A DEVELOPER FOR <br />THE APPROVAL OF A "PLANNED DEVELOPMENT". <br />WHEREAS, the ordinances of the Village of Lake Elmo regulating and <br />relating to the zoning and subdivision of land provide for variances <br />from the provisions thereof for the purpose of developing a "planned <br />development" or "completed neighborhood"; and <br />WHEREAS, the granting of such variances will have a substantial <br />effect on the comprehensive plan of the Village; and <br />WHEREAS, the Council deems it of utmost importance that all of the <br />pertinent features and details of any such "planned development" or <br />"completed neighborhood" plan be presented to the Village Planning <br />Commission and the Council so that the Council may exercise its discretion <br />in an informed and meaningful manner both for the benefit of the Village <br />and the developer; and <br />WHEREAS, the Village Council has determined that the following <br />guidelines (set forth below) will tend to insure that all pertinent <br />information is before Council when they consider the granting of such <br />variances. <br />BE IT, THEREFORE, RESOLVEDby the Council that hereafter any proposal <br />for a "planned development" or a "completed neighborhood" not be pre- <br />sented to the Council for consideration unless: <br />1. The proposal includes a completed, detailed plan of develop- <br />ment for all of the land within the land area covered by <br />the proposed plat. <br />2. The proposal includes time tables for the proposed development <br />established either in terms of years or months or by reference <br />to specific future events (but, in any case, such specific <br />future events must be acceptable to the Council). <br />3. The proposal includes a description of the method by which the <br />proposed development is to be financed (and the developer must <br />be prepared to show such financial ability as the Council deems <br />necessary to assure completion of the proposed plan). <br />4.
