MINUTES 01' THE LAKE BIM0 VILJIAGE COUNCIL, I;'IF]JTTING April 20, 1971 pg. 3 <br />Clerk instructed to send Grant Town. Clerk a copy of Letter to Mogren. <br />Carl Abrahamson submitted a request for variance allowing him to move a <br />f 3 car garage from St. Paul onto his property at 2681 Shore Drive. The re- <br />quest has previously 'been studied by the Planning Commission and by the <br />building inspector with the recommendation that the request be approved. <br />Motion by C. Shervheim 2nd by C. Friedrich that the variance be allowed. <br />Approval subject to the conditions spelled out by the Planning Commission <br />limiting use, etc. Carried 4--0 with C. Watson abstaining. <br />Counsel Raleigh was asked to make some recommendation at the next meeting <br />( regarding modification of the ordinance controlling this type request. <br />Counsel Raleigh was instructed to draft a letter for mailing to Carl <br />I-Ierman, attorney .for Pemtom advising that they should cease any construction <br />at Cimarron until. Phase 3, which is delinquent, has been submitted and <br />approved by the Lake Elmo Village Council. <br />Tri-Lakes Assn requested the use of a truck and driver :for their spring <br />clean-up on Saturday May 8, 1971 from 8AM until Noon. Council approved the <br />request and will furnish the truck and driver at 9$10.00 per hour. <br />The Village of Lake Elmo will hold a general spring cleanup with citizens <br />allowed to bring items not normally picked up by trash haulers. Date of <br />clean-up is Saturday May 19 1971. Materials may be brought to and loaded <br />on. trucks located in the parking lot next to the Village Hall. A second <br />clean-up date will also be scheduled in the near future. <br />Complaints have been received that residents are violating Ordinance #35 <br />of East Oakdale which prohibits the use of blacktop streets .for horses. <br />Councilman Abercrombie was instructed to have the Lake Elmo Police issue <br />"tickets for those violators., <br />I4ayor :Brockman had submitted to Robert Brown,Minnesota Senator, objecting <br />to S.F.1204 regarding the freeze on tax levy at the 1971 rate. Motion <br />by Councilman Abercrombie 2nd by 0. Shervheim that the Council support the <br />action of the Mayor and that a letter also be sent to Representative <br />Albertson expressing the same opinion regarding the corresponding H.F. <br />Carried 4-0. Mayor Brockman abstaining.. Amendment to be modified to state <br />"unless another alternate; -tax source is established, for local income.. <br />Cimarron has submitted a request for an ON and an OFF sale 3.2Malt Beverage <br />License. Council has delayed action on this until Counsel has an opportunity <br />to submit a new revised Ordinance covering the distribution of Malt Bev. <br />Clerk advised to make copies of the, proposed ordinance on misdemeanors <br />to the 0ounci.l Members so that they can review and be in a position to <br />discuss and resolve at the special meeting on .April 279 1971. <br />The subject of Oak -Wilt and Dutch Elm Disease was again brought up. C. <br />Shervheim advised that an informational meeting would be held about the <br />( middle of May, exact date to be determined, at which a qualified person <br />would discuss the problem, will show films on the subject and will conduct <br />demonstrations in the use of chemicals for the attempted control of the <br />disease. Notices will. be published prior to the meeting assuring the best <br />possible attendance.. <br />C. Abercrombie presented Resolution R71-6 (copy on file in clerk's office) <br />regarding establishing a $5.00 fee for special burning permits. Counsel to <br />( supply list of donditions under which a permit may be issued and if the <br />individual still wants to file the request he must pay the fee. Second. to <br />the resolution by C. Shervheim. Carried unanimously. 5-0. <br />
