Lake Elmo
Agenda Section: Planning, Land Use and Zoning
No. 9F
City Council
August 15, 2006
Agenda Item: Lateral Water Main Charge Ordinance/Ordinance Establishing Lateral Water Charges
Background Information for August 15, 2006:
Staff has revisited Chapter 600 of the City Code to "clean up" Code language regarding the distinction
between WAC (trunk) water charges and Lateral (frontage) water charges/assessments. As 600.06 currently
reads, the trunk and lateral distinction is unclear, rendering Chapter 600.06 internally contradictory and
confusing. A draft Ordinance is attached that cleans up the Chapter 600 language.
A second ordinance is attached that establishes the water lateral charge per service connection for the
Interconnect I (39t' to Tapestry) and Interconnect lI (Tapestry to Jamaca Public Works) projects. These will
be the lateral charges payable for each service connection to City water along those routes at such time as a
property owner desires connection to City water. The property owner will also pay a WAC (trunk) charge,
currently $3,500 per connection, or SAC unit (for non-residential property). Both the lateral charge and the
WAC charge will escalate periodically reflecting the City's project financing costs.
Person responsible:
Action items: 11 C
i
j
a-'Iner
Motion to adopt Ordinance #97- amending Chapter 600 of h City
City
Code regarding charges for connection to City water.
Motion to adopt Ordinance #97- establishing lateral charges for
City Water Interconnect Projects I and H.
Attachments: v-)
Time Allocated:
1.
