Lake Elmo <br />Agenda Section: Planning, Land Use and Zoning <br />No. 9A <br />City Council <br />August 2, 2006 <br />Agenda Item: Garage Forward of Principal Structure — 5487 Jamaca Avenue (Landsem) <br />Background Information for August 2, 2006: <br />The property owner has applied for a building permit to convert an existing attached 2 car garage to a living <br />area, and construct a detached 3 car garage nearer the front lot line than the principal structure (the house). <br />The subject site is a corner lot at 55th Street North and Jamaca Avenue. While the house fronts Jamaca, the <br />legal front of the parcel is 55`h Street north since that is the least length street frontage side of the corner <br />parcel. The house has been constructed well to the rear of the 1.3 acre site resulting with 125 foot set backs <br />to both Jamaca and 55th Street North and minimal (for the area of the site) east and south yards. The east <br />yard (legally a side yard) is essentially used up with an in -ground swimming pool, and the south yard <br />(legally the rear yard) is the location of the septic drain field. Short of covering the front face of the house, <br />there appears to be no option to accomplish the proposed improvement without the detached garage being <br />located nearer the legal front lot line (north) than the house. We note that, as proposed by the applicant, the <br />detached garage will set back from 551h Street North substantially further than set back of the house to the <br />east. <br />Impervious coverage of the site (including the proposed garage) at 15% remains well under the R-1 <br />maximum of 25 %. <br />A resolution approving the location of the proposed detached garage nearer the front lot line than the <br />principal structure of the parcel is attached and is recommended for adoption. <br />Person responsible: <br />Action items: <br />City, Plann'r ­ <br />7& <br />Motion to adopt Resolution #2006 - approving location of a <br />detached garage structure nearer the front lot line that the principal <br />structure at 5487 Jamaca Avenue per plans staff dated July 27, <br />2006. <br />Attachments: 0_1( <br />Time Allocated: <br />1.
