DRAFT December 5, 2006 <br />6. PROJECT DIRECTOR'S REPORT: Verbal Update <br />Project Director Hoyt updated the Council on the implementation of the Old Village <br />Master Plan and the water project with 3M and MDH. She has been contacted by several <br />people and is getting the feel of the project, what decisions are needed and what needs to <br />happen. Utilities, sewer service area, engineering infrastructure and streetscape and park <br />costs are being gathered so the plan can move from the vision stage to reality. An RFQ <br />on the Alternative Urban Area Study RFQ has been sent, which will be due in January <br />2007. <br />7. MAINTENANCE/PARK/FIRE/BUILDING: <br />A. Fire Dept.: Verbal <br />1. Donation <br />Fire Chief Malmquist informed the Council the Fire Dept. had received a $3,000.00 <br />donation from Retail Construction Services, and the Dept. would be utilizing the money <br />toward the purchase of an inflatable rescue boat. <br />M/S/P DeLapp/Smith — to accept the $3,000.00 donation from Retail Construction <br />Services, and to write a letter thanking them. (Motion passed 5 0) <br />2. Grant to Purchase 800 MHz Radios <br />Fire Chief Malmquist updated the Council about&6 Regional Application Grant applied <br />for earlier in 2006 has been awarded. Bob Sherman, ;,QWf'Malmquist, and two Members <br />from the Woodbury Fire Dept. worked together on behdlf of the 15 fire depts. in <br />Washington County to submit this grant the purpose oof the purchase of the 800 MHz <br />Radios. Their successful application will - ng K000,000 of Federal funds into the <br />County, which will be distributed among al fhe f1re depts: It is the largest grant awarded <br />in the nation, to date. <br />This Grant does require a match by all,1'S cities to meet the 80/20 requirement. Lake <br />Elmo's share is already budge11 =43nee the system is activated, there will be a $400/year <br />per radio user fee paid to Washington County. The 15 fire depts. in Washington County <br />will pay approximately $212,000/year to the County. <br />City Council <br />Fire Dept, on their accomplishment. <br />8. CITY ENGINEER'S'REPORT: <br />City Engineer Prew updated the Council on the boundaries for the Old Village Sanitary <br />Sewer Study. The Memo of Understanding (MOU) shows that the City should design the <br />sewer system for 2,750 Equivalent Residential Units (ERU). Because this area will <br />require a lift station and a forced main, the capacity of the pipe is variable. The <br />recommended design is for a minimum of 1,000 ERU. The City Engineer stated that the <br />boundaries of the Study Area between 20`h Street and 30th Street could be for retrofitting. <br />Council discussed the range proposed, the size of the pipe and pump, and questioned <br />when a decision was needed.
