"Boulevard trees (size to be determined) will be planted with a minimum average spacing of
one tree per 40 feet, but no further than one tree per 60 feet, inside the City rights -of -
way on both sides of all new roads. Where sections of roadsides have a heavy existing
tree coverage or where conditions which are unsuitable for planting boulevard trees, the
60 feet maximum spacing for new trees will not apply, however, the average spacing will
require a corresponding increase in clustered trees.
Land set aside for open space will be provided with a plan reviewed by the City Forester
and the Planning Commission and approved by the City Council which shows initial design
and a procedure for continuous maintenance and enhancement of the land. Primary elements
in the design will be native trees and grasses, open water, seasonal wetlands, detention
and retention ponding, and gardens. The open space should be designed to provide shelter
and foraging land for native wildlife, particularly wildlife dispaced by new development.
Mowed lawns are resticted to a maximum of 10% of designated open space, excluding open
space approved for ballfields, sliding hills, landscaping around community buildings and
land with similar uses.
Islands at the ends of cul-de-sacs, or separating roadway lanes are to be landscaped with
plans reviewed by the City Forester and the Planning Commission and approved by the City
Council. Gravel will be be considered an acceptable landscape material in these spaces,
unless it is designed to be covered by planting within 5 years."
Steve DeLapp
8468 Lake Jane Trail
Lake Elmo, MN 55042
1
