Lake Elmo <br />City Council <br />Agenda Section: Project Director <br />No 6A <br />December <br />19,2006 <br />Agenda Item: <br />St. Croix Valley Area Community Family Center Integrated Planning Team (IPT) request to <br />consider locating the future facility in Lake Elmo <br />Purpose. The city council is being asked to receive a request from Doris Karls, Chair of the Integrated <br />Planning Team for the St. Croix Valley Area Family Center, to explore the location of the facility in Lake <br />Elmo. The city council is also being asked to review the attached list of questions for its completeness and <br />to give the staff direction on how to proceed with this request and the questions. <br />Background. The city of Lake Elmo participates in the Integrated Planning Team for the St. Croix Valley <br />Area Community Family Center. The Center provides a variety of community services related to adult, <br />special needs and parent/child education as well as other services. The programs are available to residents <br />outside of the IDP School District #834. Several partners are involved in the facility planning including the <br />United Way, the YMCA, Courage St. Croix, Andersen Corporation, Human Services, the Stillwater Public <br />Schools and the cities served by #834. The IPT met over the past several months to evaluate sites for the <br />new St. Croix Family Resource Center and possible associated community recreation facilities. Fourteen <br />sites were evaluated. The Lake Elmo site ranked highest. In addition, a survey of residents in Lake Elmo, <br />Stillwater, Bayport and Oak Park Heights demonstrated that 70% of area households believe that their <br />members may visit the center either frequently or occasionally. <br />Facili The proposed facility is 40,000 square feet. It includes several meeting rooms, classrooms, gyms, <br />an indoor playground, an outdoor play area and parking lot. The facility operates about 12 hours a day with <br />programs that serve a wide variety of people. There may be opportunities to share space with community <br />organizations in this facility. <br />Proposed site. A possible site for the facility and related facilities is identified in the Lake Elmo Old <br />Village masterplan. <br />Specific information. The staff suggests meeting with members of the IPT to gather information about <br />specific needs including: 1) the land area required for the facility; 2) the possible land lease/ownership <br />needs, and 3) the minimum and maximum time frame for the propject. <br />Action Items <br />Person responsible: <br />Receive a request from Doris Karls, Chair of the IPT group, <br />asking the city council to make the St. Croix Valley Community <br />Susan Hoyt, Project Director <br />Family Center a reality at the Lake Elmo site in the Old Village. <br />Request a motion directing the project director to: <br />I ) meet with the St. Croix Valley Area Community Family Center <br />partners to get specific information on the partners' needs for its <br />proposed facility in Lake Elmo; and 2) to identify questions and <br />gather information related information to the questions to report at <br />the city council workshop on January 8, 2007. <br />Attachments: <br />Time Allocated: <br />• List of questions asked by city councilmembers <br />To be determined by city council. <br />• IPT powerpoint presentation from December 12, 2006 <br />
