December 14, 2006 <br />QUESTIONS REGARDING THE <br />ST. CROIX VALLEY COMMUNITY FAMILY CENTER <br />POTENTIAL LOCATION IN LAKE ELMO <br />• As of this writing the IPT has not formally requested any incentives from the city for locating <br />the structure in Lake Elmo. Several questions anticipate this request. <br />._. ._ .......__._,_, <br />Incentives <br />_ ,...,,,,, . _._.._.. .. ...... <br />What incentive, if any, does the IPT group need to locate the family <br />center in Lake Elmo? <br />If the incentive is to locate on city owned land, why does Lake Elmo <br />want to consider leasing the land rather than having the Center or <br />another entity own the property and lease it to the Center? <br />Are there other/additional incentives for the center in addition or <br />instead of providing city owned land for the center? <br />...... , ,,,,,,, <br />Did other locations/cities offer incentives for the Center? <br />_. ._...,.... _„_,. ....... <br />How will the infrastructure construction costs to the site be paid for? <br />(road, water, sewer) <br />Facility <br />How much property is required for the facility, parking, play area? <br />How can parking be efficiently shared with other facilities and potential <br />play fields to minimize asphalt/ impervious surfaces? <br />What interior spaces, if any, can be shared with other community <br />groups/private parties? <br />What Is the minimum / maximum time frame for the construction and <br />opening of the facility? <br />Who will own the facility? <br />-Will the users lease the space? <br />- If so, who will be the leasor? If it is leased to the partners and the city <br />has a lease, will it be with the building owner not the partners? <br />-If the city leases land for the center, what entity will the city be leasing <br />too? (e.g. this affects property taxes) <br />-how will the partners in the facility share leasing costs? <br />Will there ,be a stormwater pond_ associated with this project? <br />
