(See <br />the attached snap.) It is also to receive approval to design the sewer facilities for 1,000 initial and <br />3,000 ultimate REC's. (REC's are equivalent residential units; they may be houses, business, or <br />other uses.) <br />According to our comprehensive plan, we will provide sewer service for 1,000 existing and new <br />REC's in the Old Village Area. On top of that, we should anticipate future needs which may arise. <br />These needs could include environmental needs such as connecting septic systems to the regional <br />sewer, providing capacity for emerging businesses, and other community opportunities. <br />The MOU anticipates allowing sewer units for "possible limited post 2030 development, <br />redevelopment, or envirorvnental mitigation". For those items we are able to use "any Regional <br />Sewer capacity that may remain after 2030". Obviously this number is impossible to detennine at <br />this time. In response to the MOU, the Metropolitan Council's System Statement assigned 1725 <br />unallocated REC's to the City. <br />Since it would be very expensive to replace over three miles of forcemain, we recommend a looking <br />at 14-inch forcernain. This pipe size should provide the City with the additional flexibility to provide <br />service for unanticipated future uses such as failed septic systems. This size pipe could handle about <br />3,000 REC's. <br />The enclosed map shows the boundary of the staff recommended Old Village service area. It should <br />be noted again that our current MCES agreement requires 3-units per acre average density. Planning <br />for the undeveloped areas south of 30th Street would be needed to determine ultimate land use and <br />zoning to either use or not use the sewer pipe that would pass near -by these properties. <br />An Employee Owned Company Promoting Affirmative Action and Equal Opportunity <br />
