Lake Elmo <br />Agenda Section: CITY ADMINISTRATOR'S REPORT: <br />No. I IA. <br />City Council <br />February 7, <br />2006 <br />Agenda Item: Proposed Joint Park with Oakdale for Youth Pla fields. <br />Approximately six months ago the City of Oakdale approached the City of Lake Elmo, by letter, <br />suggesting the possibility of a Joint Park along Ideal Ave and south of Hwy 5 and the railroad tracks. At <br />that time, the City of Oakdale indicated that 3M was proposing a donation of 26 acres that were located in <br />lake Elmo, to Oakdale for parkland use. The City of Oakdale indicated to the City of Lake Elmo, at that <br />time, that should the donation mature they would like to have further discussions. <br />Approximately six weeks ago, an arrangement was announced in the local papers prematurely that 3M <br />had donated property to Oakdale for park purposes. The City of Oakdale Administrator and I had a <br />discussion pertaining to that announcement and the Lake EImo's planning authority over that piece of <br />property. I was assured the intent was to follow through on the earlier letter and incorporate Lake Elmo <br />into planning partnership discussions as earlier communicated. <br />The discussions commenced between the staff s as reported at subsequent Council meetings. <br />Ideas/suggestions from the City Council were incorporated by the LE City Administrator into meetings <br />and discussions with the Oakdale Administration. Attached find a "Letter of understandins: A <br />Framework for Joint Park Development — between Lake Elmo/Oakdale". This document with terms <br />defined was shared with the LE Parks Commission and the Planning Commission. Both of Lake Elmo <br />Commissions have recommended that the agreement should be approved and follow through with the <br />next step. The agreement does not bind either city to building a joint powers park, but merely defines the <br />terms and parameters to determine if a joint park could be a real possibility. <br />By authorizing the attached agreement and appointing the LE Team the city representatives will only have <br />authority to further define the possibility of a joint powers park (design of park, and organization) and <br />prepare a formal agreement for both cities to approve or decline. <br />Person responsible: <br />Action Items: Motion to authorize the Mayor and Administrator <br />to sign and agreement to explore the element of a Joint Powers <br />Martin Rafferty, City Administrator <br />Park with Oakdale and appoint the Council and Commission <br />representatives. <br />Attachments: Proposed agreement with Oakdale to consider a <br />Joint Powers Park <br />Planning Commission Minutes for 2-23-06 <br />Parks Commission Minutes for 1-19-06 <br />
