Mayor Johnston called the Council meeting to order at 7:00 p.m. in the Council <br />Chambers. COUNCIL MEMBERS PRESENT: Conlin, DeLapp, Johnson, and Smith, <br />STAFF PRESENT: Administrator Rafferty, City Planner Dillerud, Finance Director <br />Bouthilet, City Engineer Prew, Attorney Filla, Recording Secretary Freeman. <br />Pledge of Allegiance <br />1. AGENDA: <br />M/S/P Johnson/Conlin - to approve the January 3, 2006, agenda as amended. <br />(Motion passed 5-0). <br />Kathy Pelnar, Lake Elmo Animal Control Q�T_ er, commerifed about the untruths printed <br />in the December 23, 2005, issue of the Lake Elmo deader. She stated that she had talked <br />with Mayor Johnston, Council Member Smith and'City Administrator Rafferty.
