What do you consider to be the major planning and development issues <br />confronting the City of Lake Elmo? <br />One of the primary issues confronting the City of Lake Elmo is implementation of the <br />Comprehensive Plan, which is intended to preserve the present character of the <br />community while addressing needs of the growing metropolitan region. Specifically, the <br />City of Lake Elmo will be challenged to execute the Old Village Plan, to attract <br />businesses and developments that add value to our community, and to create amenities <br />that enhance community vitality. In addition, working with potential developers to <br />ensure that the unique character of Lake Elmo is preserved will continue to be important <br />to the future of our City. <br />Transportation is another major planning and development issue facing Lake Elmo and is <br />directly related to the Comprehensive Plan. As developments are added and the city's <br />population grows, the city will face expanding transportation challenges in the very near <br />future. Tight budgets for state and local transportation agencies, safety and accessibility <br />issues, and the unique geography of the city are all factors that impact the cty's <br />transportation future. <br />2. What do you see as the role and function of the planning commission? <br />I consider the role and function of the planning commission to be implementing the cty's <br />land use policies. It is the City Council's responsibility to set policy related to land use <br />and the commission's function to determine whether specific proposals are consistent <br />with those policies. To perform that function, the planning commission should review <br />proposals for development, zoning variances and other land -use related activities for <br />conformance with zoning ordinances and the City's Comprehensive Plan. When <br />appropriate, the planning commission should make recommendations to the City Council <br />for action on these proposals. <br />
