&ki6ai ,' <br />October 8, 2003 <br />Scott Thompson <br />Senior Transit Planner <br />Metro Transit <br />560 Sixth Avenue North <br />Minneapolis, MN 55411-4398 <br />Dear Mr. Thompson: <br />RE: CMAQ Grant Application <br />Your Letter of September 23, 2003 <br />Last evening (October 7) I presented your draft "Letter of Support" for the <br />CMAQ application involving a park/ride and related activities at the intersection of <br />CSAH 19 and 1-94 in Lake Elmo to the Lake Elmo City Council. Following a discussion <br />of the proposed letter, the Council unanimously directed me to advise Metro Transit that <br />they could not, at this time, approve such a letter of support. <br />The concern of the City Council for such a facility at that location appears to be <br />twofold: <br />1. It could result in traffic generation at the CSAH 19/1-94 interchange and frontage <br />roads that will lead to the need for roadway and traffic control improvements at <br />the interchange. The north frontage road to I-94 (Hudson Blvd.) has recently been <br />turned back to the City by MnDOT, and therefore, a portion of the cost of the <br />roadway/traffic control modifications required to adequately service this park/ride <br />facility would become City capital expense. <br />2. The City Council is concerned that such a facility at this location will function as <br />a magnet for development of the presently undeveloped surrounding lands in <br />Lake Elmo for uses and at development intensities inconsistent with the City's <br />adopted Comprehensive Plan. <br />Should you have questions regarding what I have here communicated to you, or wish <br />to address this matter further, pleased feel free to contact me at (651) 777-5510. <br />Sincerely yours, <br />City of Lake Elmo <br />Charles E.
