2006 OVERLAYS <br />IRVIN COURT, IRVIN CIRCLE, ISLE AVENUE, IVY COURT, <br />AND JAMACA COURT <br />-- CITY OF LAKE ELMO, MINNESOTA <br />I. INTRODUCTION <br />In an effort to keep its streets in good condition, the City of Lake Elmo routinely performs <br />-- timely maintenance to its streets. The City has developed a 5-year Capital Improvements <br />Plan to schedule and budget for these repairs. The Plan was developed by the Public <br />Works Department in conjunction with the Finance Department. The City Council has <br />adopted the 5-year Plan. <br />Irvin Court, Isle Avenue, and Ivy Court were all originally constructed in 1977. Currently, <br />the surface of these streets is in poor condition. The bituminous surface is cracking and <br />potholing. The roadway width is 32 feet (face to face) with bituminous curb. Each street <br />has a cul-de-sac with a 92-foot diameter. As -built record drawings indicate 2 inches of <br />bituminous with 6 inches of gravel base on these streets. <br />Irvin Circle was constructed in 1976. The surface is now in poor condition. Cracking and <br />potholing has occurred on the bituminous surface. The roadway width is 32 feet (face to <br />face) with bituminous curb and a cul-de-sac with a 92-foot diameter. As -built record <br />drawings indicate 2 inches of bituminous with 4 inches of gravel base for this street. <br />Jamaca Court was constructed in the mid-1970s. As -built record drawings indicate that this <br />street was previously overlayed in 1983. This street has experienced cracking and <br />potholing of the bituminous surface. There is no cul-de-sac at the end of the street. <br />11. INITIATION <br />The City Council initiated this Project. A 4/5th's vote of the City Council is necessary to <br />order this Project. <br />111. IMPROVEMENT <br />Due to the amount of linear and alligator cracking, evidence of potholing, and break-up of <br />curb, we propose removing the existing bituminous surface (by reclaiming), and <br />1 13688.000 <br />
