Performance Review Procedure <br />Counter Proposal —Rev. 06/05/2006 <br />All City Employees: <br />At the conclusion of each performance appraisal, the City Administrator will report to the <br />council the employee's name, position and overall performance rating. <br />City Administrator: <br />The City Council is responsible for the City Administrator's performance review using <br />the assessment form designed by Brimeyer and Associates. Each council member <br />(mayor included) is responsible for completing an assessment form. The City Attorney <br />will oversee the process and approve the final performance review prior to presentation to <br />the City Administrator. <br />1. The council will appoint one of its members to consolidate the individual assessment <br />forms into a performance review spreadsheet so each council member can confirm the <br />accuracy of his/her scores and comments. <br />2. Assessment forms from individual council members will NOT be distributed to <br />anyone other than the appointed council member. <br />3. The council will meet to review and approve the final performance review. The final <br />performance review shall contain: <br />• An averaged score for each performance standard. (I'd like to discuss how <br />averaging can be skewed by one person's low or high scoring.) <br />• All council comments and suggestions for improvement and commendations_ <br />4. A forum of the council will meet with the City Administrator to present the approved <br />performance review. <br />5. The City Administrator may have one month from the meeting date to comment, <br />acceptor reject the results of the performance review. (Is there a grievance process <br />in the CityAdministrator's contract or way for him/her to have a reconsideration of <br />an area or all of the results of a performance review?) <br />6. At the conclusion of each year's performance review, the City Council will provide <br />the City Administrator with written performance objectives and standards for the <br />following year. <br />• The council will review and approve by majority vote all new performance <br />objectives and standards. <br />• The City Administrator must agree to and sign off on the new objectives and <br />standards. If the City Administrator does not agree with the objectives and <br />standards, the City Administrator may present his/her case to the council for <br />reconsideration with suggested changes. <br />
