Lake Elmo Agenda Section: Planning, Land Use and Zoning No. 9B City Council June 6, 2006 Agenda Item: Village Area Plan Background Information for June 6, 2006: On May 16 the Council directed staff and the Village Area planning team to wrap up the team's Phase 1 planning work based on the plan as now drafted and produce the "deliverable" Phase 1 plan. Staff and the planning team were also directed to prepare a work plan/contract document proposal to address subsequent Village Area project tasks related to the further detailing of the plan components (such as unit count, and spatial distribution of units and open space), and priorities, programs, and schedules for plan execution. Staff met with the planning team the week of May 31 to determine progress on these directives, and to discuss the work plan for upcoming Village Area Plan tasks. We concurred with the planning team that the deliverable of Phase 1 should be presented to the City Council at the June 6 meeting — and that contract concluded. We advised the team that the future work plan/contract needed to be detailed/scheduled/priced in greater detail than the outline format completed to date. We concurred with the team's observation that additional time (to the Council meeting of June 20) would be required to provide that level of detail. Person r onsible• Action items: City Motion to accept and place on file the Village Area Master Plan, as prepared by the Engstrom/Close planning team as fulfillment of contractual terms between the planning team and the City; and, to direct staff to remit to the planning team the final payment for services provided for by the Phase 1 contract.
