APPROVED MINUTES MAY 16, 2006 <br />H. Restaurant Drive -Up Facilities in the GB Zone: Ordinance 97-170: <br />The City Planner presented the Planning Commission recommendation for amendment to <br />the GB district Permitted Uses that had been tabled by the City Council on April 18, <br />2006. <br />M/S/P Johnson/Johnston - to adopt Ordinance 97-170 amending the GB zoning district <br />standards to permit drive -up windows at restaurant facilities, but prohibiting menu boards <br />and intercom systems. (Motion passed 4-0) <br />I. Metro Transit Park & Ride: <br />The Planning Commission reviewed and discussed the Park & Ride proposal at its April <br />24, 2006, meeting. City Engineer Prew advised that only the Keats Avenue site would <br />"probably" work for a water tower co -locate. The Commission adopted a Motion that the <br />City continue to work with Metro Transit and the Keats Avenue site as the preferred <br />option. <br />Administrator Rafferty received a letter from Met Council about the possibility of <br />constructing a park -and -ride facility in Lake Elmo. Mayor Johnston stated that Met <br />Council implied we had to accept at the time of the Comprehensive Plan but it was <br />successfully removed. He believes that a transit system is an asset to communities in the <br />long-term in high density areas, and would benefit the City. <br />M/F Johnson/Johnston - to direct Staff to meet with Metro Transit to continue discussion <br />to build a Park & Ride facility along Keats Avenue. (Motion Failed 2:2-DeLapp and <br />Smith) <br />Council Member DeLapp disagreed, asking why we are even considering it. Council <br />Member Smith questioned why we should even consider it as it shows an interest on the <br />part of the City. Lake Elmo does not need or want a park -and -ride. Give it to another <br />community if it is such a benefit. <br />J. Comprehensive Plan Amendment on 10`h Street: <br />Council Member DeLapp requested that PF zoned parcel north of 10t' Street be brought <br />into conformity with the Land Use Plan and zoning of the other lands in the vicinity of <br />the site — Land Use Plan guiding of RAD and zoning of either RR or AG. <br />M/S/P DeLapp/Johnston - to direct Staff to bring the PF to RAD proposal to the next <br />Council Workshop for discussion. (Motion passed 4-0) <br />K.
