Lake Elmo Agenda Section: Planning, Land Use and Zoning No. 9F <br />City Council <br />March 21, 2006 <br />Item: Village Area Master Planner Recommendations — Next <br />Background Information for March 21, 2006: <br />The Council and Planning Commission were presented the recommendations of the Village Area design <br />team/master planners at a Workshop March 14, 2006 — which was televised and well attended by the Public. <br />We are now placing the draft plan — as presented — on the formal City Council agenda to solicit the Council <br />direction as to the "next step". <br />Should the Council find the master plan presented March 14 to be conceptually in the best interests of the <br />City and the development of the Village Area staff recommends directing the plan to be again presented at a <br />Public Forum in early April. We would suggest that forum be conducted at a larger facility than City Hall <br />(such as the Lake Elmo Elementary School) and focus on public commentary regarding the plan. We <br />believe that such a complete Public "airing' of the plan prior to addressing micro details and <br />implementation strategy is the most efficient approach. <br />Depending on the Council's reaction to the plan following the Public Forum outcomes, more work and/or <br />modifications could result and/or the plan could be scheduled for Public Hearing before the Planning <br />Commission as a formal Comprehensive Plan amendment for the geographic area covered by the plan. <br />Person onsible• <br />Action items: <br />ty <br />Motion(s) providing direction to staff and the Village Area Master <br />Planner regarding disposition of the planners' recommended <br />Village Area Master Plan. <br />Attachments: I Time Allocated: <br />
