Lake Elmo <br />Agenda Section: CONSENT AGENDA <br />No 4B. <br />City Council <br />March 21, 2006 <br />Agenda Item: Minutes and Structure <br />Backaround Information for March 21 , 2006: <br />At its March 141h workshop, the City Council asked staff to prepare a written standard for documenting the <br />city's minutes for council and commission meetings in accordance with the law and guided by the League of <br />Minnesota Cities. After reviewing the State Statutes, the City Attorney's advice and League of Minnesota <br />Cities guidance, the following minute structure has been prepared for your consideration. <br />Minute Structure For City Council and Commissions <br />Minutes for meetings in the City of Lake Elmo are structured to provide accurate knowledge of official activities. Minutes serve <br />to record the actions at a meeting and serve as the legal record of decisions. <br />Required contents (Guided by state statute and Robert's Rules of Order) <br />Members of the Public Body who are present, Date, Time, Place and Tvpe of Meeting, Establishment of Quorum. <br />Numbered Agenda Items <br />Exact wording of Motion, Members who Make or Second Motions <br />Roll call votes on Motions, <br />Dissenting vote and reason (Limited to 1-2 sentences) <br />Summary of subject matter related to proposed Motions, Resolutions or Ordinances. <br />Other items to be included in the minutes as required <br />Findings of Fact (Land Use decisions and some personnel decisions) <br />Council's Conclusions (same reasons above related to subject matter) <br />Signature of Clerk <br />Not Included <br />Opinions/Interpretations of Recording Secretary <br />Judgmental Commentary (heated debate, valuable comment) <br />Discussion <br />Motions Withdrawn <br />Detailed Reports <br />Transcripts of the Meeting <br />Action Items: <br />Person responsible: <br />M/S to adopt the Minute documentation process as presented <br />S.
