regarding the need for and staging of community playfields. The answers regarding how <br />much of that need can be met with present facilities — and, maybe, some of the <br />neighborhood parks would come a bit later in the park planning process. <br />I see the Commission's primary (or even exclusive) task on February 22 to be a <br />recommendation to the City Council as to which of the following strategic options should <br />be adopted by the City regarding the resources to complete the park plan up date: <br />1. Continue with the 2006 CIP assumption that the staff will complete most of <br />the work with the with Commission guidance. This strategy minimizes the cash <br />cost of the project (essentially limited to $5,000 of contract work for graphics and <br />publishing), but will result in a lengthy time line to complete the project due to <br />limited staff resources — even with a second staff planner budgeted for some time <br />in 2006. <br />2. Increase the CIP allocation to $25,000 and hire a consulting firm to complete <br />the Park Plan update work. This option increases the cost of the task <br />significantly, but will shorten the production period by half or more. While the <br />additional resources are available in the Park Dedication Fund, an amendment to <br />the CIP would be required along with City Council approval of the change in <br />strategy. <br />The Commission will recall that we faced a similar choice with the Trails Plan. While <br />consultant contracts can be frustrating to manage, I think the Commission ended up <br />malting the right call there. I fear we would other wise still be at the Trails Plan. <br />I strongly suggest to the Commission that, no matter how tempting the instant Oakdale <br />proposal be as a "hot subject", the Commission stay away from discussions of that <br />specific proposal . Those discussions will be a waste of your time and energies at this <br />point., and not go to what the City Council is really asking you to do. . <br />
